How to check your block payments settings in PayPal
If you would like to request a deposit or partial payment for an online booking or invoice, you will need to allow this setting in PayPal. This will allow clients to pay the remainder of their balance online. To do this:

To start, click your profile icon in the top right hand corner, and select account settings. If you can't find the Account Settings, you might be using your PayPal Personal account. You'll need to change to a PayPal Business account.

Use the search field on the left-hand side to find block payments, then click update.

Make sure allow payments sent to me in a currency I do not hold is set to yes, and that block accidental payments is set to no.

If you don't request deposits for bookings and want customers to pay for their service in full, then you will need to make sure that the block accidental payments is set to yes.
